「選挙ヘイト」に直面した街　ヘイトスピーチ対策法の限界と課題

在日コリアンの集住地区がヘイトスピーチ（差別扇動表現）の「標的」となってきた川崎市で、罰則規定を盛り込んだ対策条例の制定手続きが進んでいる。同市では今春、統一地方選の立候補者が「選挙に名を借りたヘイトスピーチだ」と市民らから批判を受けるなど、新たな課題も浮上。専門家は「選挙の悪用と言えるが、現行法や一自治体の条例で歯止めを掛けるのは難しい」と広がりを懸念する。【写真映像報道センター・後藤由耶】2019年9月3日公開
