2012年２月８日さいたま市議会、吉田一郎議員（無所属）の質疑　(3)昨年夏、公共施設「20％節電」を掲げ「市民サービスには影響を与えずに達成する」と約束していたが、市が外郭団体（文化振興事業団）に年間21億円も支払って指定管理を任せている文化施設で、大ホールやスタジオ、セミナールームなどを仮予約で押さえてしまい、「市民に利用させずに節電達成」が行われていたことを暴露
