頗負盛名的劇團優人神鼓，在五月初宣布，將停止創作三年，再次突顯了國內藝文團體經營的困境。當時，還身為文建會主委的龍應台，特別到劇團表達關切，但她也坦言，政府的預算，用在文化上的太少，讓她對劇團的處境也無能為力。不過，就在5月21號，文建會改制為文化部，正式揭牌上路了。
