停戦から3年を経て、現在も戦災という名の混乱が続く「帝国」。帝国はこの戦災からの復興を行うため、専門の部隊を軍隊内に設置した。それが陸軍情報部第3課および実動小隊「パンプキン・シザーズ」である。彼らは、ある時には戦災難民を援助し、またある時には戦後の混乱で私腹を肥やす者達を追及し、権力を弄んで民衆を虐げる者達を断罪し、疲弊した国内社会の不正義を正し、戦禍に挫けた民衆を助け奮い立たせ、復興を推進していく。 物語は、とある村にパンプキン・シザーズとして赴いたアリス・L・マルヴィン少尉と、退役後は悲惨な戦場に倦み疲れて行く宛ても無く各地を放浪していたランデル・オーランド伍長との出会いから始まる。
